The UK's regional inequality is a long-standing problem, and successive governments have regarded advanced manufacturing as a core tool for repairing the wounds of deindustrialization. However, an economic geography study conducted by scholars from the University of Southampton, the University of Cambridge, Durham University, and others has found that the recovery path of advanced manufacturing is far more complex than the simple logic of "building innovation centers and attracting firms to relocate."
The two-sided nature of advanced manufacturing
The study divides advanced manufacturing into two broad categories: engineering-based and science-based. The former includes aerospace, automotive, and parts of defense manufacturing, relying on "synthetic knowledge" and engineering experience; the latter includes pharmaceuticals, electronics, and optics, relying on "analytical knowledge" and scientific research breakthroughs.
The data show that the performance of these two types of industries in the UK's traditional industrial regions is markedly different: engineering-based manufacturing continues to expand in old industrial areas such as Northwest England and the East Midlands, while science-based manufacturing has almost universally retreated. This divide means that the so-called "advanced manufacturing" is not a homogeneous growth engine; different knowledge bases determine its geographic anchoring and policy sensitivity. If future industrial strategies still target "advanced manufacturing" as a single broad category, they will struggle to respond precisely to structural differences.
The paradox of agglomeration: smaller firms find it harder to benefit
Traditional agglomeration theory holds that the geographic concentration of peer firms can promote knowledge spillovers and reduce costs. However, using plant-level data from the UK's Annual Business Survey, the study constructed more precise spatial proximity indicators and found that, in most advanced manufacturing industries, spatial concentration has a negative effect on the total factor productivity of small plants, while having a positive effect on large plants.
The researchers note that large firms possess greater "absorptive capacity," enabling them to convert local knowledge spillovers into actual productivity; small firms, by contrast, are more likely to bear the rising land costs and competitive pressure brought about by agglomeration. For the thousands of advanced manufacturing SMEs in the UK, simply "relocating to a cluster" does not automatically generate growth momentum. What matters more is enhancing their internal absorptive capacity through supply chain collaboration, skills training, and research cooperation.
This finding has direct implications for local industrial policy: if the government merely creates "innovation districts" or "industrial clusters" without fundamentally improving SMEs' capacity for technological absorption and innovation, it may once again produce a situation of "hardware prosperity, software disappointment."
The pandemic shock tests policy resilience
The study specifically warns that the impact of COVID-19 on advanced manufacturing has not been uniform. The hardest hit, in fact, were the engineering-based manufacturing industries that had previously performed best in traditional industrial regions — aerospace, automotive, and the like. At the same time, post-Brexit trade frictions, the carbon transition, and accelerating digitalization are all reshaping firms' market prospects.This means that if local industrial strategies remain locked onto the pre-pandemic "winners," they face significant path-dependency risks. The research argues that although innovation centres and Catapult centres have improved the links between business and university research, clear gaps remain in innovation commercialisation and supply-chain application, especially for SMEs.
From "picking winners" to "nurturing ecosystems"
The research ultimately recommends that manufacturing recovery requires more coordinated local strategies, rather than fragmented project-by-project interventions. These include: strengthening collaboration between government, business and universities at the regional level; expanding retraining programmes; supporting business investment in emerging technologies and skills; and establishing sustained knowledge-exchange mechanisms at the supply-chain level.
For the UK's "industrial strategy," this research offers a sobering footnote: advanced manufacturing is not a panacea, and its regional recovery effects depend on whether policy can be embedded in the real capability base of local areas. The true "rebalancing" may not be the grand narrative that an industrial park can carry, but the small accumulation of improved absorptive capacity across tens of thousands of firms.
